Consistently use symlinks when installing Boost.

• Jamroot: use symlink, not hardlink
• tools/build/v2/tools/symlink.jam: Implement fallback for doing symlinks on Windows.

Fixes #1902. Thanks to Frank Mori Hess for the patch.
