Update of lapack regression tests basically complete

• hptrf.hpp, hptri.hpp, pptrf.hpp, pptri.hpp, sptrf.hpp, sptri.hpp don't get generated for some strange reasons (will investigate later)
• only the includes have been adjusted for ublas_hptrf_hptrs.cc, ublas_pptrf_pptrs.cc and ublas_sptrf_sptrs.cc and the corresponding tests have been deactivated in the Jamfile.v2. They will need additional updates once the files they should tests get generated.
• The files in vc6 are just older versions of files also present in the main directory, and MSVC prior to VC-7.1 is no longer supported by the newest version of the both vc6 (+ vc-7.0), so these have been removed.
