toolset initialization

Should implement the "using" rule as described in architecture 
document. Probably, some way to auto-configure toolset (globbing 
in PATH, etc).
Also, toolset initialization should change the list of default build 
toolsets appropriately.

Depending on number of specified toolsets, the "toolset"
property should 
be either symmetric or not. See
