1280	sections in imported source files get put inside <para> elements in docbook output	Frank Mori Hess	Joel de Guzman	"I've noticed that if you have a quickbook file which just imports a bunch of headers and expands their templates (the [section]s are all in the header comments), then quickbook decides to put all the sections inside a <para> element.  This prevents docbook from doing any chunking of the html output.  Also, a <section> is not permitted to be a child of a <para> in docbook.

Attached is a minimal example project that demonstrates the bug.  It includes a file  section_in_para.xml which is the intermediate docbook file that was generated when I built, and which has a <section> inside a <para>.
