The problem is that Boost is double-escaping the double-quotes, and the windows shell does not understand that:

Error: '\""C:\Program Files (x86)\Microsoft Visual Studio 14.0\Common7\Tools\\vsvars32.bat\""' is not recognized as an internal or external command, operable program or batch file.

The problem resides here :

I just had to comment these lines to fix the command line and spawn the shell with the correct args.
