1. LC_CTYPE
2. LC_ALL
3. LANG

As per POSIX, see chapter 8.2, and linux man-pages, see man locale.7 (can't post links, the system forbids) the order should be

1. LC_ALL
2. LC_CTYPE
3. LANG
