So, my Proposed resolution is

 reset the errorlevel to 0::
   ver>NUL
 set the errorlevel to 1::
   dir NUL>NUL 2>&1",Bugs,closed,Boost.Jam 3.1.17,bjam,Boost.Jam 3.1.16,Problem,fixed,,
