This was observed when using ClearCase on Windows for configuration management of a software project using Boost.  ClearCase has a documented per line import maximum of 8000 characters for text files (refer to http://www.ibm.com/developerworks/rational/library/4704.html).  In general files with lines exceeding 100+ characters are undesirable for a number of reasons.
