The C++11 standard says that bernoulli_distribution shall not be a template class (26.5.8.3.1)

Though it is not really a bug of Boost.Random. However it would be better if it behaves the same as in C++11 since most part of Boost.Random can already be used as a replacement of C++11 <random> when it is not available with the compiler.
