We tracked it down to an error in the boost date_time_zonespec.csv specification for America/Sao_Paulo. It specifies that the DST change starts on the second Sunday of October (yesterday). However, it actually starts on the third Sunday (see the attached document from exchange). I downloaded the latest version of boost (1.51), and it is also incorrect there. Also note that Linux does have the correct time. I intend to submit a bug report to Boost, but I don’t know if you prefer if the external communication to go through your team.
