Add option to specify qbk file to use.

Need to add an option to let users specify the backend qbk file to use in generation (which would be found in the search path). This brings up the question of how to supply the default boostbook backend. In particular, if we want to keep the simple distribution of a single executable, the need to embed the default backend into the code.
