implement website testing

Need to implement testing of the new web site content. The goal is to use standard tools that we can integrate in some way into the testing process:
- Tool to do link verification of the complete site.
- Tool to do XHTML validation checks.
- Tool to do WAI compatibility checks.
We would also need to do browser compatibility testing. This would be more of an organization task to get other to help in checking the site with as wide range of browsers as possible.
