Auto link feature not implemented for "tagged" layout

Description

When the bjam option "--layout=tagged" is used, the auto link feature does not work as there is no way #define for a tagged layout.

To fix this, I changed:

(In [61805]) Add long standing debug-mode python support. Add support for --layout=tagged. Fixes #4041.
