Add a rule to Boost Build to just run the C++ preprocessor

Description
There is no rule to run the C++ preprocessor in Boost Build I suggest a rule to do this should be added.

(In [71094]) Implement a preprocessed rule for generating preprocessed source files. Refs #5390. This is not yet complete as it is only implemented for gcc and msvc.
