Boost fails to compile for MSVC 8.0 for CE

In boost 1.33.1 Visualc.hpp was modified to add evc 4.0
and visual studio 8.0.  However the macro UNDER_CE is
defined also for visual studio 8.0 for CE builds.

The error "error unknown CE compiler"

This is an invalid error because thre is a CE version
for Visual Studio 8.0.

Yes, the logic in visualc.hpp for 1.33.1 was rather bogus. 
It's been fixed in cvs for a while, and the updated version
will be in 1.34.
