Correct documentation for BOOST_<level>_CLOSE_FRACTION is not reflected into released documents

#3964 pointed out that documentation for BOOST_<level>_CLOSE_FRACTION is incorrect for unit of third parameter. The ticket was closed because trunk was fixed. However, after more than 2 years, the description in released document is still not changed: http://www.boost.org/doc/libs/1_50_0/libs/test/doc/html/utf/testing-tools/reference.html

Timestamp of the corresponding file in released boost_1_50_0.7z is 08/07/27 16:04:04. Therefore, release procedure or build procedure might be wrong, missing to update document.

The corresponding file in trunk exists and has been fixed: ​http://svn.boost.org/svn/boost/trunk/libs/test/doc/html/utf/testing-tools/reference.html So, I guess that merge from thunk is forgotten.
