bootstrap build.bat fails for vc11 toolset

Description
Changes were made to tools/build/v2/engine/build.bat to support vc12. While I don't see anything obviously wrong with those changes, it causes my vc11 bootstrap to fail. If I update that file to it's previous revision, then bootstrapping succeeds.
