Description 

Need to implement special processing for these two kinds.

- 'path' features should be treated relatively to the project where
  they are used.
- 'propagated' features should indeed be propagated to other
  main targets.

Need also add a new section to targets, which will describe properties
to be exported to targets that use this one.

Propagated features implemented. Exported ones will be part of
work on generators. So, this issue is concerned with path features
only.
