issue with modularized contrib/boost.jam

Description

The contrib/boost.jam module does not seem to work properly for /boostheaders library in the 'develop' branch of the modularized git repository. The rest of the targets seem to work properly.

Please find a small example attached that does not work properly (relative to the pre-modularized boost versions).
