Lib test build issue for MinGw

Description

Library test (boost 1.55, applies also to earlier versions) does not build for MinGW (4.6.2). Solution is attached & seems straight-forward. Patch may however not work for building shared libraries (hidden by similar problem in program_options lib, ticket 9428).
